Dear Homeowner/Resident,
The MUD District No. 70 has contracted with SKE Construction, LLC to replace water mains in the Paddock neighborhood as part of the district water main replacement project. These mains installed in the 1970s have a history of breaks and are near the end of their estimated life expectancy.
The district has elected to replace the water mains using pre-chlorinated pipe bursting. This technique allows less impact to the district customers by minimizing the time individual waterlines are out-of-service. Construction will include:
Safety is the most important aspect of the project. We ask that you please work with us by acknowledging all signs
and construction zones and driving at a prudent speed.
Construction work is anticipated to begin October 8th and continue thru June 30th . Typical work hours will be 8 AM – 6 PM, Monday through Friday. (Note: crews may not be present the entire time, as the project area includes multiple streets)

On Wednesday, November 15, 2023 a Boil Water Notice was issued to customers affected by a district maintenance in Harris County MUD 70. Our system received the lab results this afternoon, verifying that the water meets safe drinking water requirements. The water no longer requires boiling as of Thursday, November 16, 2023.

A water line repair caused temporary interruption in water service for affected area listed above. Affected customers should boil their water prior to consumption until further notice.

On Friday, October 20, 2023, a Boil Water Notice was issued to customers affected by a main line break in Harris County MUD 70.
Our system received the lab results this morning, verifying that the water meets safe drinking water requirements. The water no longer requires boiling as of Sunday, October 22, 2023.
Stage 1 of the district’s drought contingency plan has been triggered. Please limit irrigation and lawn watering to the times and days indicated below.
Irrigate landscapes only between the hours of 8:00 p.m. and 6:00 a.m. for the following designated watering days.
The Public Utility Commission’s rule in Title 16, Chapter 24 Texas Admin. Code § 24.173(d) prohibits your water and sewer provider from imposing a late fee or from disconnecting your retail water or sewer service for nonpayment of bills that are due during an extreme weather emergency until after the emergency is over.
An extreme weather emergency is defined as a period beginning when the previous day’s highest temperature in your area did not exceed 28 degrees Fahrenheit, and the temperature is predicted to remain at or below that level for the next 24 hours according to the nearest National Weather Service reports for your area. For the purposes of these requirements, an extreme weather emergency is over on the second business day the temperature exceed 28 degrees Fahrenheit.
Your water and sewer provider is required to offer a payment schedule to an affected customer that timely requests a payment schedule. If you are affected by an extreme weather emergency, you may request a payment schedule for unpaid bills that are due during the extreme weather emergency.
For affected customers that timely request a payment schedule, your water and sewer provider is prohibited from disconnecting service for nonpayment of bills that are due during an extreme weather emergency. However, once a payment schedule is offered, disconnections may resume if you (1) decline to timely accept the payment schedule, or (2) violate the terms of the payment schedule.

La regla de la Comisión de Servicios Públicos en el Título 16, Capítulo 24, del Código Administrativo de Texas § 24.173(d) prohíbe a su proveedor de agua y alcantarillado imponer un cargo por mora o desconectar su servicio minorista de agua o alcantarillado por falta de pago de las facturas adeudadas durante una emergencia por condiciones del tiempo extremas hasta después de que la emergencia haya terminado.
Una emergencia por condiciones del tiempo extremas se define como un periodo que comienza cuando la temperatura más alta del día previo en su área no superó los 28 grados Fahrenheit y se prevé que la temperatura permanecerá en ese nivel o debajo de él durante las siguientes 24 horas según los informes más cercanos del Servicio Meteorológico Nacional para su área. A efectos de estos requisitos, una emergencia por condiciones del tiempo extremas finaliza el segundo día laborable en que la temperatura supera los 28 grados Fahrenheit.

The Texas Commission on Environmental Quality (“TCEQ”) requires all water systems to sample for the presence of lead. Residents of the West Gate and Paddock subdivisions in Harris County MUD 70 collected 20 samples during the period June 1- September 30, 2022, of which three samples exceeded the action level of .015 mg/L. The customers received notification of sample results during the same sample period. This first round of samples were all self-administered and collected by the residents from the internal faucets of their homes. There are specific state guidelines, and any deviation from these guidelines can alter the sample results. Once the customer collects the samples, a MUD representative takes those samples to a state certified lab for testing.
For the three samples that initially exceeded the action level (.015mg/L), representatives of MUD 70 visited those households to instruct them on the process for re-testing. In each case, the results from those three new tests were found to be below the action level.
Because of this, there is no indication of a problem with the public drinking water in Harris County MUD 70.
Nevertheless, in an abundance of caution, MUD 70 will ask residents to resample in January 2023. All customers in the MUD received information via USPS regarding lead public education the week of November 28th, 2022. This letter is meant to inform customers on lead material in their homes’ plumbing that could potentially leach into the water supply.
